First, slide one of the large O-rings over the extended trolley handle of your main rolling suitcase, letting it rest at the base. Second, place your secondary bag (like a duffel or backpack) on top of the suitcase, resting against the handle poles. Third, pull the strap tightly over the top of the secondary bag. Finally, stretch the second O-ring over the top of the trolley handle and use the center slider buckle to pull the strap tight.
This specific strap is designed to work best with standard double-post telescoping handles. The double poles provide the lateral support needed to keep the secondary bag stable. If used on a single-post handle, the attached bag will not have adequate side-to-side support and will likely spin around the axis of the pole or slide off during transit.
The standard O-ring tension straps shown in the image do not require special TSA approval because they do not lock and can be easily removed by security agents if needed.
